    3. The blame should rest squarely on the shoulders of an inept DMV, not the law. They deserve the reputation they have.

      But that is part of the point: you can’t divorce the law, or the intentions of the law, from the execution of the law.

    5. However, you can improve the execution of the law and judging a law by it’s execution may be the wrong way to go about it.

    6. Yes, laws can be improved. But, aside from execution, how else would one propose evaluating a law?

      And this is far from the only example of resultant idiocy from the rush to make us safe from terrorists.
