The SLUFC is part of the Army Corps of Engineers whose staff had been warning for years about the potential tragedy incurred if drainage programs in Jefferson and Orleans Parrishes were not completed. Bush, obviously didn’t care until it was too late. Habitat will not be able to do anything until the drainage issue is taken care of.
