It had to be approved by residents of both cities. Bridgeton approved, but Earth City had 0 permanent residents, only a couple of hotels. Three residents were living permanently in the hotels. The election was held, and nobody from Earth City showed. The county held a polling place open all day waiting for 1 of the 3 to show to no avail. Missouri law provides for an automatic revote in case of a tie in any election. So Earth City was given another chance. This time the annexation passed by a landslide, 1-0. Most bizarre annexation election ever (true story):
