I don't think the leadership in Fance is going to let a little thing like a vote against the EU stop them from leading the country into it. They'll demand concessions from the EU -- causing heartburn in Britain and a minor firestorm elsewhere -- and do it the "right way" through a legislative vote next time (no messy voters to deal with). It's already done. this just makes it slower and messier. I don’t think the “could” is optomistic.
