We're always to believe that the famous among us aren't subject to the same ravages of age as us mere mortals. That this senator or that business leader is just as sharp at 85 as they were at 50. With good enough support staff the illusion can be maintained almost indefinitely. So as a native West Virginian (though I haven't lived there in over 20 years) I would tell Senator Byrd it's time to go. Just as I would have told Strom Thurmon a few years back or Senator Hatch today. Go while the world remembers someone who understood his causes and fought for them, not someone that functioned only with the guidance of staff.
