We can only assume he is talking about Cote d'Ivoire whose Govt. asked France to intervene after rebels threatened an insurgency.

Much different than what happened in Iraq where we fabricated a reason to invade a country.

The problem is France has executed regime changes dozens of times in the last half century, frequently without "invitation", "fabricated reasons", or even considering asking the U.N.
