    There are two possibilities here.

    Possibility one is that Steven truly does not understand the issues surrounding the Ninth Circuit Court's injunction in the CA Recall debacle. Evidence for this apparent lack of understanding is Steven's spamming of all sorts of studies showing various voting machines/systems all have a certain degree of error.

    Of course, this has nothing to do with anything. In fact, the Ninth Circuit Court expressly asserted the notion of different voting systems with different error rates was not unconstitutional.

    The second possibility--and more likely,IMHO--is Steven is seeing a bad situation for Repugs getting worse and he needs to scapegoat. A convenient scapegoat would the Ninth Circuit Court.
