I’d say that between The Doctor being the Last Time Lord, having briefly absorbed the Time Vortex, and and whatever Secret the Face of Boe tells him, eliminating the 12 Regeneration Maximum shouldn’t be too hard from a story perspective.
If a side effect happens to be resurrecting The Master, I’m not going to complain.
