perhaps Kerry is baiting Bush into mentioning the $87 billion.
Kerry would have a prime opportunity to explain his “flip-flop” on national television. Furthermore, Kerry could hammer home how those $87 billion aren’t going to the soldiers on the ground (see his parents-buying-body-armor comment).
