Via the NYT: Biden Visits Iraq, Underscoring Fragile Sovereignty
Mr. Biden’s surprise trip, just days after American combat forces officially withdrew from Iraqi cities, underscores the concern inside the White House about the fragility of the newly sovereign Iraq.

As I have noted before:
I continue to think that the need to continue to have all high-level visits to be “unannounced” or via “surprise” to be a useful metric in measuring the security situation in Iraq. Certainly it speaks volumes about the fact that security is far from what it needs to be.

At this point, the only ‘surprise trip’ a US politician could make to Iraq would be one that was announced in advance.
Another unannounced trip is hardly a surprise at all.
