I am not sure it is “playing politics” to criticize the feds for not preparing adequately for a situation that has been predicted and highly publicized for years.
The very legitimate criticism is that Bush and his Congressional allies have largely ignored the most pressing and pertinent domestic infrastructure issues facing the country. It was Bush’s proposal to cut funding for hurricane & flooding protection in southeastern LA by nearly 50%.
No one is saying that the hurricane is “Bush’s fault”–but the clear reality is that critical domestic projects relating to the health and safety of the US population along with the country’s economic development have been gutted.
Bush’s biggest failure has been in the area of leadership backed by action. When he spends time in his state of the union speech taking “principled stands” against steroids in sports and marriage while critical issues facing the populace go ignored, his actions should be subject to scruitny.

I am , by no means, suggesting that anyone’s actions are beyond scrutiny. Further, I am not especially interested in defending Bush. Rather, I find the facile logic that because of X, then Y–in this case, a specific budget decision, as if it was the only decision ever made by any institution or person that ultimately impacted the outcome here.

Did you see Bush’s appearance on GOod Morning America? Under questiong from Diane Sawyer about the preperations for the Hurricane, he had the temerity to say that “I don’t think anybody anticipated the breech of the levees!”
I know that Bush isn’t the sharpest pencil in the case and that we wouldn’t expect him to do much work or reading about public policy issues while on his month-long vacation at his Texas estate, but this is rediculous.
Scientists at LSU have been making this prediction for years; that Army Corps of Engineers have known about it; the levees are designed only to withstand a Category 3.
To make those kind of idiotic and false statements as a part of justifying the anemic response from FEMA is insulting and clearly indicative of Bush being seriously out of touch with reality.
